FY 2016 Budget Request Emphasizes Trade; Revisits Agency Consolidation

President Obama’s FY 2016 budget request was released Feb. 2. The proposal includes increases for the Office of the U.S. Trade Representative and the USDA Foreign Agricultural Service, as well as $200 million for the USDA Market Access Program (MAP) and $35 million for the Foreign Market Development (FMD) program.

The budget request also revives a previously introduced plan to consolidate the trade promotion functions of several federal departments into a single agency – a proposal that has not previously been well-received on Capitol Hill.
