EU, Mercosur Exchange Initial Market Access Offers

As we reported in the April 15 Export Newsline, the European Union and the South American trading bloc Mercosur recently announced a path forward on trade agreement negotiations, which had been stalled since 2004 (full members of Mercosur are Argentina, Brazil, Paraguay, Uruguay and Venezuela; associate members are Bolivia, Chile, Peru, Colombia, Ecuador and Suriname). The first step in this process is an exchange of market access offers by the two parties, which took place this week.

Not surprisingly, beef and ethanol were excluded from the EU market access offer as “sensitive products.” It is important to note that this does not mean beef and ethanol have been excluded from any potential trade agreement – but they are not included in the EU’s initial market access offer.
